The competency matrix in a spreadsheet

Scheduling and dispatch read that record, so unqualified assignment is prevented at the point of assignment rather than discovered afterwards. Because the required competencies for each work type are defined, the gap analysis writes itself: which skills are thin, where the single points of failure are, and what the training plan should be based on the work in the pipeline rather than on last year's appraisals.
